SEINE-ET-OISE. Proclamation of LOUIS-NAPOLÉON BONAPARTE President of the Republic. "APPEAL TO THE PEOPLE" delivered at the Élysée Palace, December 2, 1851: "Frenchmen! The present situation cannot last any longer. Every day that passes worsens the country's dangers. The Assembly, which was supposed to be the firmest support of order, has become a hotbed of conspiracy... Convinced of the instability of Power, that the preponderance of a single Assembly is a permanent cause of trouble and discord, I submit to your vote the fundamental bases of a Constitution that the Assemblies will later develop. 1°) A responsible Head appointed for 10 years. 2°) Ministers dependent on the Executive alone; 3°) A Council of State..., 4°) A Legislative Body..., 5°) A second Assembly...".
